Update: Iraqi Flasher Jailed for Breaching Court Orders

An Iraqi flasher has been jailed for breaching his court orders.

Dana Mustapha, 35, of Poachers Lane, Latchford, Warrington, admitted breaching his sex offender notification requirements and a restraining order when he appeared last week at Chester Magistrates' Court.

Mustapha, you might recall, was made subject to the orders on 11th May 2023 as a result of his convictions for a spate of vulgar offences in the Warrington area.

In one of those offences Mustapha dropped his trousers in front of a father and young child in a play park. In another he repeatedly pressed his exposed penis against a shop window to the distress of customers inside. In another he shouted homophobic abuse at a man and threatened to slit his dog's throat.

District Judge Jack McGarva heard that on 6th April 2024 Mustapha failed to comply with his notification requirements, in that he did not report a change of address to the police within three days.

Also on 6th April, Mustapha entered Rylands Street, Warrington, in breach of the requirements of his restraining order.

DJ McGarva remarked that only a custodial sentence was appropriate, given these latest offences were committed shortly after Mustapha's release.

The Judge also commented on Mustapha's demeanour and attitude during the hearing, which has said gave little confidence of his willingness to engage with a non-custodial sentence.

Mustapha was sentenced to 8 weeks' immediate custody.

He was also ordered to pay the statutory surcharge of £154.

I am sure Iraq has a far less tolerant stance to offenders like Mustapha, which makes it all the more galling that he continues to commit offences here in his (hopefully temporary) adoptive country.
