A Wigan pensioner gathered a sickening stash of upskirting videos, including some featuring a 13-year-old girl.
George Chilvers, 73, of Elgin Avenue, Ashton-in-Makerfield, admitted four offences of upskirting, one of making an indecent image of a child, one of possession of an indecent image of a child and another of outraging public decency when he appeared at Liverpool Magistrates' Court on Friday, 7th March 2025.
Making an indecent image of a child is an offence under section 1 of the Protection of Children Act 1978. It is an either way offence with a maximum penalty of 10 years' custody on conviction on indictment, 12 months' custody and/or an unlimited fine on summary conviction.
Magistrates heard that Chilvers' offences took place between July 2009 and January 2024. He was finally tracked down from his car registration number, having been spotted on CCTV prowling the aisles of Tesco, Haydock.
Police executed a warrant at his home, which yielded 426 upskirting videos and two indecent images of a 13-year-old girl.
Magistrates were of the opinion that their sentencing powers were insufficient. That being the case, they ordered a pre-sentence report and sent the matter to Liverpool Crown Court for sentencing.
Chilvers, who had no previous convictions, was granted unconditional bail until his sentencing on Friday, 4th April 2025.
No doubt in a small town like Ashton, his life is going to be pretty uncomfortable until then.
